Conservation areas and Article 4 in Newham
Newham has nine conservation areas, including Stratford St John's, East Ham, Forest Gate Town Centre, the Woodgrange Estate, Romford Road and Durham Road, and over 100 listed buildings.
Woodgrange, Romford Road and Durham Road also have Article 4 directions. There, some changes that are normally allowed need planning permission: replacing windows and doors, painting, cladding or pebble-dashing the walls, and taking down or rebuilding walls and fences. The Woodgrange Estate in Forest Gate, around 1,160 late-Victorian houses, is a good example. If you live there, check with Newham Council before painting or rendering the outside of the house.
Some refurbishment work needs building regulations sign-off wherever you live, such as taking out a load-bearing wall or a chimney breast, new drainage or waste pipes, or electrical work like a new consumer unit. Eli tells you at the site visit if your job needs it.

Working in Newham: parking, skips and hours
Newham allows noisy building work from 8am to 6pm on weekdays and 8am to 1pm on Saturdays, with none on Sundays or bank holidays.
Parking on residents' streets needs a trade permit, which either you or we can apply for, and the council asks for two working days. Suspending a parking bay needs at least ten working days' notice. Skip permits are issued only to approved skip companies. Eli goes through all of this at the site visit, so the dates are planned before work starts.
For landlords
Many of the homes we're asked about in east London are rented. Across most of Newham, turning a family house into a small shared house (HMO) needs planning permission under an Article 4 direction, so check that before planning a refurbishment for sharers.
