Conservation areas and Article 4 in Richmond
Richmond upon Thames has more than 80 conservation areas, including Barnes Green, Kew Green, Richmond Green, Richmond Hill, Twickenham Riverside and Castelnau. On some roads, Article 4 directions mean planning permission is needed for changes that are allowed elsewhere: new doors and windows, painting or rendering brickwork, and changes to front gardens and boundary walls. Roads covered include Kew Green and Gloucester Road in Kew, The Crescent and Glebe Road in Barnes, and Montpellier Row and Lebanon Park in Twickenham.
That matters for outside work in particular. If you'd like to render or paint the brickwork of a house on one of these roads, check with Richmond Council first.

Wimbledon and Merton
Wimbledon comes under Merton Council, whose conservation areas include Wimbledon North, Wimbledon West and Wimbledon Village. Merton's conservation-area Article 4 directions apply only in John Innes Merton Park and Wilton Crescent. In most of Wimbledon, then, the usual rules apply. Most garden fences can go up to 2 metres without planning permission, or 1 metre next to a road, and inside work like a new kitchen or bathroom doesn't usually need it.
Working hours and parking
Richmond and Merton both allow noisy building work from 8am to 6pm on weekdays and 8am to 1pm on Saturdays, with none on Sundays or bank holidays. Both councils need notice before a parking bay can be suspended for building work, and in Richmond only registered skip companies can get a skip licence.
